VINTAGE EFFECT TUTORIAL!
okay so first, open your photoshop with a regular picture. i'm just going to be using this picture of lindsay lohan.

once you have that image open, go to layer, duplicate layer. example and just click OK when that little box appears.

now, depending on what picture you have, you can simply edit it real quick, but you dont have to. i'm just going to put my options to "screen" example

now the tricky part. look at your layers palette, it should look like this. you see how "background copy" is highlighted? well click on background, (below it). now background should be highlighted. so far, so good? okay, well now you need to do the same thing as step one. layer > duplicate layer. click OK again.

your layer palette should now look like this! what you're going to do now is drag the currently highlighted layer to the TOP. i hope that makes sense, lol. your layer palette should now look like this. and yes, your picture will get darker if you did the screen option like i did. but don't worry about that.

okay! now for the final, and easy part. take a circle brush that's around idk 50-100 px or so and completely color it with the color #003A6B. once you've done that, go to the layer palette, and look at a little box on the top, it should say "normal", well, click the arrow and go to EXCLUSION. and set it to around 65% opacity, but you can do whatever. lol. example

and walah! you're done! here's my final result. i hope this helped you. comment me with questions/comments. (:
